I love Texas Congressman Louie Gohmert. He is plain spoken and he gives a damn. Isn’t that refreshing? In a conversation with Mike Huckabee a few days ago Gohmert revealed a 2010 Presidential Executive Order (No. 13522) that gives the leaders of the National Treasury Employees Union a private, unrecorded meeting to discuss decisions about the IRS, in fact, the order the AFL-CIO and others who have a vested interest in keeping Goverment’s mammoth proportions. It’s not a stretch to assume these meetings resulted in the targeting of Conservatives for audits and denial or ignoring of a requested tax exempt status. Rep. Tom Price (R-GA) has introduced a bill that Gohmert has co-sponsored: H.R. 2009 Keep IRS Off Your Health Care Act. The act will cut funding to the IRS by at least 24 percent, which Gohmert says should bring ObamaCare to a halt, but most important is his statement that if leaders will “stand strong” it can be repealed by insisting on the Constitutional mandate that all monies spent by any Department, Agency or program without Congress first authorizing the spending and then appropriating it. This is a huge issue.
Well, it should bring it [ObamaCare] to a halt, but we do need to defund so many of the things in there. I want to defund the whole thing and then get it repealed but the way we can do that is that no money gets spent by any Department, by any Agency on any program unless Congress first authorizes and appropriates it. The Senate cannot do it by itself, but this President has shown tendencies toward monarchy where, he doesn’t like immigration laws so he, as I speak, so shall it be. In this case, surely Republicans in the House can stand strongly enough to say Mr. President ‘You cannot violate the Constitution. We are not funding the IRS in this, we are not allowing the IRS to get the health care records because we know how the IRS can be weaponized. We’ve seen it now first hand.
My Senator, Jim Inhofe (R-OK), has said in the past that the authorization and appropriation process does not work. In other words, money is received in some fashion without the approval of Congress and without Congress deciding where the money will come from. Huge, huge issue that we should all be paying attention to.
H.R. 2009 Keep IRS Off Your Health Care Act is expected to be voted on before the House goes into August recess. It is delightfully short. Read the text here. The bill is so short that it doesn’t have a summary attached at GovTrack. The full title is:
To prohibit the Secretary of the Treasury from enforcing the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act of 2010.
Could the 2010 Presidential Executive Order really make a difference? Can Obama be personally involved? Why, yes, he could be. Take a look at the quote from the Treasury Employees Union President Colleen Kelley:

Executive Order 13522 was set to expire in December 2011 but was renewed through September 2013.
We need more plain talk like the following from Rep. Gohmert, lay it out for the people:
We need a bill to require that the IRS not touch our health care records. “We’ve seen what they’ve done with Conservative organization’s records and we just learned this last week or so that they may have released 100,000 social security numbers, largely from Conservative organization’s donors. These people cannot be trusted.
Rep. Gohmert says the feeling “across the board” among Republicans is, let’s cut the IRS funding at least 24 percent.
