Illinois Congressman Danny Davis (D) is a former member of Chicago’s New Party, missionized to elect extreme Leftist candidates to a seat of power in government. Obama is also a former member of the Party formed by a Jesse Jackson staffer with the largest support group being ACORN. Davis wants Obama to have complete authority over the debt ceiling. Just one more Socialist/Communist-leaning Democrat in Congress ready to abdicate his own Constitutional power to the Executive Branch. Davis equates presidential “unilateral” authority to the Emancipation Proclamation – isn’t that quite some statement? No doubt the entire Congressional Black Caucus are all of a like-mind. Nevermind the Fourteenth Amendment.

Remember in July 2011, the same idea was rumbling through Democrat hallways on Capitol Hill – the President should have “unilateral” power to deal with debt. At that time, the Constitution was being weighted by the Treasury Department – looking for a way to place the mantle of power squarely on Obama’s shoulders. Republican Senators Lindsay Graham (SC) and John Cornyn (TX) introduced a Sense of the Senate resolution stating that the debt ceiling must be raised “through an act of collaboration between the President and Congress.”
According to Administration projections, the government is expected to take in an average of $230 billion per month in 2013 while spending an average of $300 billion…
Interest on outstanding debt, amounting to roughly $19 billion per month, would have first claim on incoming receipts.”
Next in order of immediate priority would be national security, followed by Social Security, Medicare, and Medicaid payments. Funding these in full with available resources would leave roughly $22 billion per month to apply to the other $92 billion a month in legislated spending across domestic discretionary and all other mandatory spending programs. In this eventuality, one way or another, $70 billion of obligated spending per month would go unspent.
Without an annual budget, Congress has no vehicle to establish priority spending. Rather than prioritize, we use the Continuing Resolution process. Remember, we have NO Federal budget and haven’t had one for over 3 years. The President’s own budget was so laughable it didn’t receive one vote in the Democrat-controlled Senate. The debt ceiling is the last leverage that Republicans have to prevent out-of-control Federal spending and on various policy issues. Liberals know this: even as Senate Democrats talk of ending the right of Republicans to filibuster, liberals are seeking to defang the Republican House of Representatives as well. They are also now peddling a new theme that the debt ceiling itself is unconstitutional under Section 4 of the 14th Amendment. Therefore, President Obama may simply ignore the debt ceiling.
Section 4 of the 14th Amendment requires: “The validity of the public debt of the United States, authorized by law… shall not be questioned.” Liberals argue that if Congress has authorized spending, this automatically gives the president the power and even the obligation to borrow whatever it takes to spend all the money for which Congress voted. When Congress votes to spend money, this includes the obligation of the chief executive to take whatever actions are necessary to pay the debts of the United States Government. This past week, Obama told The People he would not “compromise,” and he will not negotiate – Congress must raise the debt ceiling to pay for spending already approved by Congress. One consequence is the automatic 10% increase, annually, to every already-bloated Federal agency. Â The continual Continuing Resolutions allow that provision to remain, which further allowed (just one example) the Department of Energy to guarantee billions in loans to failed green initiatives, which even if successful, cost more and are less reliable (Solyndra, Amonix Solar, Beacon Power, Fisker Automotive, SpectraWatt, Brightsource, ECOtality, A123 Systems and so many more). This report in June of 2012Â shows “green jobs” supported by the government, cost the taxpayer $6.7 million PER JOB.Â The Billions in DOE guarantees are supposedly approved by Congress, but when the news about Solyndra broke, both sides of the aisle vowed they hadn’t a clue of this mischief. Those vows continued as the failures piled up. Did the DOE have Congressional authority?

About the award given to Davis: Chris Hani was the leader of the South African Communist Party. He was assassinated in 1993. The assassinâ€™s sentence to death was commuted to life in prison when South Africa made the Death Penalty unlawful. Rudy Lozano was a Chicago Community Organizer before his death in 1983, when he was shot and killed in what is believed to be a drug deal gone bad. His son, Rudy Jr. is a candidate for the Illinois State Congressional seat for District 21. He had a failed campaign in the 2010 race.
Congress is teeming with socialist/communists and communist-Islamic-sympathizers. Begin with the Congressional Black Congress and then check the Democratic-Socialist list of members. Of the 42 CBC members, only 16 are not members of the once-published list ofÂ Democratic Socialists of America. From the DSA website:

Emancipating our Constitution from these enemies of the State by emancipating the Socialists from Capitol Hill cannot happen for another two years. We must insist on Constitutional law now, and no matter the stand against Progressivism taken by your Congress member, all offices should hear from us every time we hear a ridiculous member, like Danny Davis, evoking Abraham Lincoln and the Emancipation Proclamation as an excuse for circumventing the Rule of Law.
