Barack Obama has taken the “while you were out…” tactic to a whole new level. After putting U.S. Forces to war in Libya, he remembered to notify Congress two days later. While Congress is on a respite from the halls of Congress, the administration officially announced the creation of the 21st Conservation Youth Corps of America. At this time it is unknown whether the Conservation Corps shirts will be brown or purple. Please see a note about an update at the bottom.
Readers, this is quite a story, it is about global warming, climate change, indoctrinating our children and another program costing the taxpayer a bundle.
Just when you thought this radical administration was ready to cut back on their socialist agenda they surprise you with another shockingly radical initiative.
Team Obama announced this week the formation of their American Conservation Youth Corps.
According to a Video released today by the White House, the Obama Administration is going to create the 21st Century Conservation Youth Service Core through the Great Outdoors Initiative. .In the Video the Secretary of the Interior, Ken Salazar, says:
“Just about a month ago the President announced The America’s Great Outdoors Initiative. It is an effort to create the 21st Century Conservation Program for the United States of America. An absolute key component of that program is the engagement of young people in conservation across America. To that end we have included in the report the creation of a 21st Century Conservation Corps for America. We want young people to be involved with us..”
The original name of the Corps was The Civilian Conservation Corps (CCC) established in 1933 for men ages 17-25. The CCC was a work program for unskilled labor to work on the development of rural lands owned by federal, state and local governments. Congress shutdown the progam in 1942.
In 1970, Public Law 91-378, was approved in August 1970, making the “Youth Conservation Corps Act (16 U.S.C. 1701-1706, 84 Stat. 794) a “permanent program,” within the Department of Interior. The Act compels Congress to receive a “report” prior to April 1st of each year.
Apparently, the “Act” has morphed into the 21st Century Youth Conservation Corps. Why the new name? The answer is that the new program embraces the “impacts of climate change on our natural resources…” indoctrinates our children and it managed to have an additional $50 million added to the coffers. It appears the Interior Department’s 2010 budget included $70 Million for “youth programs,” and an additional $50 Million was added specifically for the 21st Century Youth Conservation Corps. But to add a greater degree of confusion, there is this – a Senate report 209-201o:
Within the request, $5,000,000 has been provided for the youth internship program, part of the department’s 21st Century Youth Conservation Corps Initiative. The Committee applauds the Secretary’s efforts to proactively reach out to high school and college-age youth and introduce those students to careers in cultural and natural resource management.
Big difference between $70 Million and $50 Million.
This is how Obama gets around Congress. He uses the money in his stash (no earmarks, the money goes to Obama’s stash – Senator Jim Inhofe is right – the monies go to unelected bureaucrats) to fund initiatives Congress does not authorize. Speaking of the Department of Interior’s budget, what budget? We didn’t have a federal budget in 2010, so where are the millions coming from?

Update: 3/23/11: I have amended this article. Originally I suspected that this program was created outside Congress. After talking with several House committees, I believe the new “21 Century Corps” was simply given a new name to encompass climate change, within the Interior Department, and another $50 Million added to the budget by the wheedling of an unelected bureaucrat, without oversight.
